Great opportunity to access the funds allocated by the PNRR 

by sending an ‘Expressions of Interest’ pursuant to D.M. 12.05.2023 on institutes and religious congregations buildings used as student residences.

Dear Brothers and Sisters,

With the hope this may be a welcome news, below we explain the key requirements set by the Ministerial Decree of 12th May 2023 on the allocation of 660 million euros by National Recovery and Resilience Plan (PNRR) for student residences. We are letting you know about this opportunity as it may interest you in the context of a redevelopment of your real estate properties.

The Decree is aimed at identifying an ‘Expressions of Interest’ by parties that intend to make buildings available for housing or university residences for students of higher education institutions – implementing Reform 1.7 of the PNRR ‘Accommodations for students and reform of legislation on student accommodation’, in accordance with Mission 4, Component 1 ‘Enhancement of the offer of educational services: from nursery schools to university’. This is the redevelopment of detached properties in areas where universities are present.

The following explains, in summary, how the ‘Expression of Interest’ pursuant to the Ministerial Decree of 12th May 2023 works:

  1. Deadline: 11th July 2023.
  2. Proposing parties: public and private parties (in the absence of exclusion causes for participation in public tenders pursuant to Art. 80 of Legislative Decree 50/2016).
  3. The real estate property must currently be in full and exclusive availability of the proposing parties – i.e. procedures must have been initiated for the transfer of the availability in terms consistent with the purposes of university residence and making them available by 31st May 2026.
  4. The property must be detached buildings or portions of detached buildings or real estate units with an urban destination consistent with the purposes of the intervention, or with the possibility of changing the intended use within a time compatible with the purpose of making them available by 31st May 2026.
  5. The property must be located within or near the territory of municipalities that host one or more legally recognised public or private university institutions, including special-order higher education institutions and institutions of higher artistic education, music and dance, or choir, which must be easily accessible.
  6. The aim is the construction of lodgings or university residences for students of higher education institutions for not less than 20 beds in line with the minimum quality standards identified in Annex C to the Ministerial Decree 1437/2022, with times and modalities compatible with the assignment of the same accommodation to students by 31st May 2026 at the latest.
  7. An element of incentive is foreseen for those who have presented the ‘Expression of Interest’ also evaluating any subsequent procedures pursuant to Art. 3, paragraph 5 of the D.M. (subsequent phases of implementation of the Reform 1.7 and of Art. 25 of Legislative Decree n. 144 of 23rd September 2022).
